It contains several mini-games, training mode, and 2 new characters that share moves from other fighters, making them pretty bad. You play as either school students or staff and just battle it out. Super bars charge up very quick so you can freely spam those cool team attacks and super moves all day.
The Japanese version of this contains a character creation mode. With it, you could experience a school year with the game cast at various schools. Develop a waifu, discover your passion, and realize life is boring and miserable. Welcome to High School!
Unfortunately, Capcom cheaped out and didn't bother adding the weeb creator mode in the English version so you get all these boring mini-games instead. Rival Schools as a fighting game is simple enough and fun because of that. Because developers knew how to optimize their games back then, the file size is really small. But it contains a big package of fun.
